would be thrown upon them. Sir E. Fraser's proposals
framed on the above-mentioned basis of calculation,
provided for the re-organisation of the staff of the
Consulate with appropriate distribution of the monet-
ary contribution of the Hong Kong Government among
the officials on whom the new duties of Registrar and
Deputy-Registrar would fall. In this memorandun the
contribution from the Hong Kong Goverment, in lieu
of their stationing an official at Shanghai and in
return for all the fees received under the proposed
China Companies Order in Council (Article lo), was
estimated at about six hundred pounds per annun.
Sir E. Fraser's suggestions as to the actual
allocation of the new work at the outset have not been
accepted in the meantime, as, after due consideration
it was considered preferable to send an official from
the Inland Revenue to Shanghai for a year or possibly
longer to train the Consular officers, who will sub-
sequently undertake the work, in the methods and
practice
